About the Research and Development

The Caraga State University is an academic institution tasked by the government to provide quality service in professional and technological training particularly in the northeastern Mindanao area, the Caraga Region. As a state institution, its mandate is to support socio-economic development in its service area through the basic functions of instructions, research, extension and production.

Research and Development Agenda

Guided by its institutional mandate and its Vision, Mission, Goal and Objectives, the CSU Research and Development Agenda was crafted. The institution’s research agenda is in consonance with the Philippine Development Plan (NDP), National Science and Technology Plan of the Department of Science and Technology (DOST-NSTP), National Higher Education Research Agenda of the Commission of Higher Education (CHED-NHERA), Caraga Regional Development Plan 2010-2016, Millennium Development Goals (MDG) and the regional and national priorities of government agencies such as the Department of Science and Technology (DOST), Department of Agriculture (DA), Department of Environment and Natural Resources (DENR) and the Department of Health (DOH). All R&D needs stipulated in the above-mentioned plans and programs were used as inputs and the foundation for the revision to come up with the Caraga State University RDE Agenda for 2016-2020.

In parallel to the national and regional development plans, the University identified the following agenda:

 

R&D Program on Environmental Management & Eco-governance

RDE efforts on water shall be directed towards appropriate watershed and wetland management, effective and efficient water management, water treatment technologies and water budget studies to optimize the use of available safe water. RDE activities on the environmental and conservation, preservation and management shall focus on finding better ways of managing non-renewable natural resources (land, water, minerals, and biodiversity) for sustainable economic development. Specifically, it shall look for possible solutions to the environmental alterations resulting from climate change in order to minimize hazardous environmental effects and reduce natural and human-induced disasters/risks.

The Center for Research in Environmental Management and Eco-governance (CRÈME), Faculty of Environmental Sciences and the College of Agriculture and Agri-Industries (CAA) are the lead conveners. The collaborators are the faculty-researchers from the: College of Arts and Sciences (CAS); College of Education (CEd); Information Technology and Engineering Departments; and CSU-Cabadbaran Campus.

 

R&D Program on Mineral Resources Management & Responsible Mining

The R&D program shall focus on: socio-cultural and economic aspects of mining; mining technology; geological aspects; material science and value-adding to minerals; environmental issues on mining; basic literacy for mining communities; and science and mathematics education for would-be miners. Research projects shall be directed towards finding solutions to contamination due to mining and rehabilitation of mined-out areas to benefit humankind. Restoration of the ecosystem to support biodiversity and natural cultural heritage shall also be another focused area for research and innovation.

The Mineral Resources Management Research and Training Center (MinRes) will be the lead convener. The collaborators are the faculty-researchers from the: College of Engineering and Geo-Sciences (CEGS), College of Computing and Information Services (CCIS), College of Arts and Sciences (CAS); College of Education (CEd); Environmental Sciences Department and the Agricultural Sciences Department; and CSU-Cabadbaran Campus.

August 13, 2019 marked another milestone for Caraga State University as it opened School Year 2019-2020 in earnest. The 2019 school opening was attended by all the freshmen, transferees, and old students coming from the different places all over Caraga Region and in other places as well in Region 10 and 9.

CSU President, Dr. Anthony M. Penaso with the other University key officials led the millennial themed Entrada MMXIX along the main street of CSU and fronting the newly constructed state-of-the-art Administration building.

CSU Teams Up with UTM in STEM

CSU signed a Memorandum of Agreement with Universiti Teknologi Malaysia (UTM) in Johor, Malaysia to work together in the areas of Science, Technology, Engineering, and Mathematics (STEM).

On July 13-18, 2019, a party composed of eight faculty-researchers from the various programs led by Dr. Rolando N. Paluga, Vice President of Academic Affairs (VPAA), and Dr. Rowena P. Varela, Vice President for Research Innovation and Extension (VPRIE), visited the Universiti Teknologi Malaysia (UTM) as part of the effort to internationalize CSU's programs.

June 5, 2019, four General Services Personnel were promoted to Casual Plantilla Positions. Mr. George G. Caumpay, who has been serving the University for 15 years, starting as carpenter/mason to being assistant to the University Electrician was promoted to Electrician I.

Mr. Pio C. Collado, who has been in the University for 14 years got the Carpenter I post; Mr. Marlo D. Solis, who has served the University for 21 years was raised to Utility Worker I; and Mr. Romulo T. Nalla after 11 years advanced to Plumber I.

Caraga State University hired 38 new employees for 2019, in both academic and administrative areas.

A total of 13 Project Assistants, 11 Technical Assistants, 10 faculty, 8 Outsourced Utility Workers and Driver, 3 Laboratory Technicians, and 1 University Architect with varied eligibilities in their respective areas of specialization were hired to add up to the University’s manpower and to better serve the increasing number of CSU students and clients.

Through the Commission on Higher Education’s Expanded Tertiary Education Equivalency Program (ETEEAP), two of Caraga State University’s administration employees finished their undergraduate degrees this year.

Mr. Stanley Estrada, Administrative Aide II assigned to the Office of the President earned his Bachelor’s degree in Business Administration at Saint Joseph Institute of Technology, Butuan City last­­­­­­­­­­­­­­­­­­­ May 30, 2019. He served the university for 21 years starting as an Office Clerk.

With a directive to solve problems in a multi-server environment, through a variety of software systems and applications, Management Information System (MIS) is responsible for analyzing technology and industry trends to determine organizational objectives, and then develop strategic plans to meet the common goals of the University.

The Caraga State University through the Office of the Vice President for Administration and Finance has implemented a 2 hour-hour lights and electronics shut off in compliance with the provision of CNA rulings on reasonable austerity measures.

CSU was first conceived in 1918 as the Agusan Agriculture High School thru the passage of an Omnibus Bill filed by the First Congresswoman of the Philippines, Honorable Elisa Rosales Ochoa. On February 14, 1920, Proclamation No. 4 was passed by the American Governor to the Philippines Francis Burton Harrison, declaring the reservation of a 232-hectare virgin forest land in Barrio Ampayon, in the Municipality of Butuan, province of Agusan del Norte as the ground of the young school.

Sherryl Lipio Paz, Ph.D in Environmental Science, graduated with honors in UPLB’s 47th Commencement Exercises on June 22, 2019.

Dr. Paz got a General Weighted Average (GWA) of 1.10 among the sixteen PhD Environmental Science graduates coming from different places in the country. Dr. Paz received the award during the School of Environmental Science and Management (SESAM), UPLB Graduate School Hooding and Ceremony last June 21, 2019.

 Mr. John Mark Ramada from the College of Agriculture and Agri-Industries was awarded the Best Pig Husbandry “Back Home Improvement Plan” (BHIP) by the Aeres Training Center International (ATCI), Barneveld, Netherlands on May 28, 2019. The award was given by Programma Uitzending Managers (PUM) Netherlands senior experts. PUM is a volunteer organization committed to the sustainable development of small and medium-size enterprises in developing countries and emerging markets.

Master of Science in Crop Science (MSCS)

 


Overview

The MSCS program is the sole graduate program of the college. It is based on the required competency for advanced education of professionals practicing or willing to engage in crop science-related work in the region and other parts of the country. Crop Science is a broad discipline which embodies Agronomy, Horticulture, and other fields related to crops. The program is concerned with increasing the amount and quality of food using innovative technologies as well as improve crop and soil condition in cost-effective and environmentally sound ways.

Bachelor of Agricultural Technology (BAT)


Overview

The BAT curriculum is a four-year degree program that focuses entirely on plant and animal technology. The program provides both theoretical and practical aspects of growing crops and raising animals. Areas of application include soil management and conservation, animal breeding and production, crop production, pest management, post-harvest technology and farm business management.

Bachelor of Science in Agriculture (BSA)


Overview

The BSA curriculum is based on competency standards for agriculture. It emphasizes carrying out the science, art, ethics, management and entrepreneurial business in the production, processing and marketing of crops, animals and other organisms utilized for food, fiber, recreation, biomedicine, industrial and other purposes within the context of integrated and sustainable agriculture resource systems.

Caraga State University led by its university president Dr. Anthony M. Penaso set a new milestone on May 15, 2019 when its new state of the art administration building was blessed and inaugurated at exactly 6: 00 P. M.

The whole CSU family gathered together in front of the new administration building for a Sunset Cocktail Party wearing floral summer attire. In his message, Dr. Anthony M. Penaso, CSU President said, “I asked God to rain blessings to CSU and blessings poured abundantly that we cannot almost contain.”

MISSION

Office of the Vice President for Executive Operations and Auxiliary Services

The OVPEOAS is responsible for the planning and funding of development projects and expansions and for promoting closer relations with the government, the alumni, the foundations, the private sectors, and the general public. Complementary thereto shall be the performance of all specific responsibilities stipulated in the Special Order that mandates the designation.

Public Information and Communication Office

The Public Information and Communication Office (PICO) as the head of the Multi-media information arm of the University is tasked to support the achievement of the University’s objectives through effective communication, with and the dissemination of the key institutional messages to internal and external public, and through the promotion of the significant university events and achievements in instruction, research, development, the creative outputs of its constituents, and any academic and administrative activities.

March 28, 2019, Caraga State University underwent an extensive Institutional Monitoring and Evaluation by the Commission on Higher Education Region XIII. The Institutional Monitoring and Evaluation by CHED was openly and warmly welcomed by the CSU family led by its quantum leader, University President, Dr. Anthony M. Penaso. In his welcome remarks, Dr. Penaso assured the new CHED Director for Caraga Dr. Leonida S. Calagui how caring and talented are the people of Caraga.

The Caraga State University is strategically located along the Phil-Japan Friendship Highway which traverses Butuan City, Surigao City, Bayugan City, Cabadbaran City and the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur, northeast of Mindanao, south of the Philippines (indicated by the letter A in the map below). The Metropolitan Manila, the Philippines'  business, political and industrial capital (indicated by letter E in the map), is just one hour and twenty five-minute-ride via plane to the City of Butuan.

On October 4, 2018 a dialogue with prospective contractors were conducted for the various infrastructure projects of the University for FY 2019. The dialogue was spearheaded by the Bids and Awards Committee (BAC) together with the General Services Unit, Planning and Development Unit, and the Office of the Campus Security Service. The said activity is in line with the marching order of the national government on the early procurement but short of award for all procurement activities with the shift to cash-based budgeting in 2019.

Brief Statement

Overview

The Bachelor of Science in Forestry (BSF) is a degree program which was created by virtue of Northern Mindanao State Institute of Science and Technology (NORMISIST) Board Resolution No. 48-06 s. 2003: “Creating a BSF Education Program in NORMISIST”. NORMISIST is now a Caraga State University (CSU). The Caraga Region is dubbed as the Timber Corridor of Mindanao and of the country in general. Hence, the BSF program was created to respond the region’s dire need of skilled and scientifically trained Foresters.

A well-loved leader, Dr. Penaso was sworn in by CHED Commissioner Perfecto Alibin in the presence of all the Board of Regents members at the Grand Regal Hotel, Davao City on August 17, 2018. His second term begins on August 17, 2018 and ends on August 16, 2022.

Caraga State University launched its Bayugan City External Campus for Graduate School last August 20, 2018 at the ABC Hall of Bayugan City. CSU President Anthony M. Penaso stood side by side with Agusan del Sur Governor Adolf Edward “Eddie Bong” Plaza, Bayugan City Mayor Lope “Kim” Asis, with Sangguniang Panlalawigan and Panglungsod members, and CSU Administrative Council members in the cutting of the ribbon for the official opening of a Graduate School in Bayugan and for Bayugan as another satellite school of CSU.

Mr. John Mark Ramada is currently in Netherlands for ten months training on International Diploma Course on Pig Husbandry and Animal Feed in Barneveld, the Netherlands. The course starts from August 2018 to May 2019. Mr. Ramada is under a scholarship program of Netherlands Fellowship Programmes from the Dutch government - Ministry of Foreign Affairs.

The Office of the Vice President for Administration headed by Dr. Armie Leila M. Mordeno initiated a seminar on RA 9184 known as the Government Procurement Reform Act. And its 2016 revised implementing rules and regulations. RA 9184 is an Act providing for the Modernization, Standardization, and Regulation of the Procurement Activities of the Government and for other purposes.

Seven Science Faculty Members were sent to the Summer Programs dubbed as @Silpakorn 2018 held at the Faculty of Science, Silpakorn University, Nakhon Pathom, Thailand last July 31 to August 9, 2018. Accordingly, the summer program aims to publicize academics and research innovation, and promote cooperation and collaboration with other universities in the international level. The summer camp was participated by faculty members, researchers and graduate students from universities in Laos, Philippines and Vietnam.
