Project bidding were done during the second quarter of 2018, and was approved by the University’s Board of Regents per BOR Resolution No. 39-02,s. 2018.
A pre-implementation meeting was conducted on July 5, 2018, attended by the proprietors and/or representatives of the construction companies that won the bidding for their respective project, the Vice President for Administration and Bids and Awards Committee (BAC) Chairperson, Dr. Armie Leila M. Mordeno, personnel of the Office of the Planning and Development, Architect Derwin Gumban and Engr. Reynan Buena, Mr. Julius Ocmen, the BAC Secretariat and Engr. Marilou Umpad, the Director of General Services.
During the meeting, contractors were given copies of the bill of material that will serve as their basis for the technical specifications of materials to be used. They were also informed that compliance to the Construction Safety and Health Program (CSHP) is one of the documentary requirements for the contract review by the Commission on Audit.
Furthermore, the contractors were reminded that the surety bond for mobilization should be accompanied with the Insurance Commission Certificate and the notarized affidavit for payment of labor and materials shall be submitted during the final billing. Lastly, to meet the 100% disbursement before the end of December as per ruling of the Department of Budget and Management (DBM), all contractors wereurged to finish the projects within the agreed time.
CSU stressed on the “no gift policy” as indicated in the Omnibus Sworn Statement. The BAC Chairperson also notified the contractors in advance for the upcoming dialogue for infrastructures for CY 2019 in compliance with the Agency Procurement Compliance and Performance Indicator (AGCPI) system of the Government Procurement Policy Board.# IMRL/piaea
