Caraga State University President, Dr. Anthony M. Penaso was chosen by the Commission on Higher Education (CHED), Development Academy of the Philippines (DAP) and the Philippine Association of State Universities and Colleges (PASUC) to attend a Presidential Leadership Program (PLP) in Japan on January 22-28, 2017 to be implemented by the National Graduate Institute for Policy Studies (GRIPS) in Tokyo with focus on industrial engineering. The program was also supported by the Japan International Cooperating Agencies (JICA).

CSU is recognized for excellence in its engineering programs. Only fifteen select SUC presidents from among the many state colleges and universities headed by PASUC President Ricardo E. Rotoras were chosen to participate in the Japan International Academic Visit. The Presidential Leadership Program (PLP) is the conduct of International visits that aim to provide the participants with hands-on training on the best practices and current models of leadership and governance styles in Asia.

The Commission on Higher Education (CHED) in partnership with the Development Academy of the Philippines (DAP) and the Philippine Association of State Universities and Colleges (PASUC) are implementing the Philippine Higher Education Career Systems (PHILHECS) which aims to increase the efficiency and effectiveness of SUC governance in the country through the establishment of a coherent and merit based recruitment, selection, professional advancement, and career management in Philippine SUCs.One of the components of PHILHECS is the Presidential Leadership Program (PLP), a continuing professional development program for incumbent presidents and chancellors.

The select academic executives travelled to Tokyo Haneda and were billeted at the Hotel Villa Fontaine in Roppongi, Japan. They were introduced to the National Graduate Institute for Policy Studies (GRIPS) and had lectures on Knowledge-Based Management, met with university presidents and other officials and visited several laboratories of Toyohashi University of Technology, Intitute of Technologies in Gyoda, Saitama Prefecture, Asian Productivity Organization, Hongo, Bunkyo-Ku among other things.
