The University admits students regardless of nationality, socio-economic status, religious beliefs or political affiliation. The Institute, however, reserves the right to refuse admission of an applicant whose qualification do not meet the course requirement he or she desires to pursue.
 
High School graduates or transferees seeking admission to the University for degree and/or non-degree courses must pass the  NORMISIST (now Caraga State University) Scholarship and Admission Examination (NSAE) administered by the Admissions, Counseling and Testing Center.
