The esteemed members of the Board of Regents, chaired by Hon. Nona S. Ricafort, hardworking University key officials, reliable and supportive faculty and staff, dear students, ladies and gentlemen…Good Afternoon.

The road to the universityhood of the Caraga State University has not been all smooth. There were times we hit rough and rugged terrain. But in those trying times, we hold on until we took hold of the signed document that we have been working for in the last 14 years.

The pursuit to be a university started in mid-1990s. The bill had been filed in the Senate for already 4 times, however, every time the bill reaches the Senate, other bills and issues more significant to the national government came in the way. In the face of all the challenges along the journey, we pursued the quest, BELIEVING WE CAN, and we finally made it on December 16, 2009 when President Gloria Macapagal Arroyo signed RA 9854 creating the Caraga State University.

Let me bring you back to where and when I accepted the scepter to lead the University. November 5, 2007 is the exact date when I took over the reins as the Officer-in-Charge then of NORMISIST. I started officially as the President of the NORMISIST on January 24, 2008. Having been the OIC of the Institute in 1999 to 2000, I have experienced the NORMISIST way – the people, the culture, and the dynamics in the community. Thus when I was elected the 5th President of the Institute, I was a bit prepared to take on the challenge. I am glad that at the time I took over the reins, the basic elements in putting up a University have been laid down – the curricular programs that are responsive to the regional needs have been developed, students coming from the various provinces of Caraga are given access to quality education, laboratories and other facilities have started to mushroom, linkages in the regional and national levels are coming strong, and above all, the human resource development program is in full swing.

Looking back, our journey together in the past 2 years has been truly blessed. It is with great pleasure that I would share with you the accomplishments of the university in the period that I am at the helm…
