On June 29, 2022, CSU President, Dr. Anthony M. Penaso delivered the President’s State of the University Address (SUnA) and awarded Partners for Development during the 12th Anniversary Convocation of Caraga State University with the theme “CSU@12: Flourishing and Blooming”, held at the CSU-HERO Learning Commons Activity Center.

Clad in their Neo-Ethnic Attire, the SUnA was attended by the CSU Board of Regents, led by the Commission on Higher Education (CHED) Commissioner Jo Mark M. Libre, Vice Presidents, College Deans, alumni, faculty, 7 student representatives, as well as the DBM Region 13 Director, Maria Fe D. Jagna, City of Cabadbaran Mayor, Hon. Judy Chin Amante, Fr. Rudy Pitogo from Provincial Government of Agusan del Norte and Retired Director for Libraries- MSU Marawi, Ms. Marianita Dablio, ASSCAT President, Dr. Joy Capistrano and SLSU President, Dr. Prose Ivy Yepes, other guests, and the CSU First Lady, Ms. Abigail Noemis T. Penaso and children.

Overwhelmed, President Penaso expressed his overflowing gratitude for the sense of belongingness that he has experienced during his 8 years as the university president. He summed up his momentous time at the university and his inspiring story by narrating "The Chronicle of a Gardener." He noted that he was impressed and fascinated by the potential of the CSU community to flourish on the very first year of his journey as CSU President. He explained the #BuswakPaMore as a symbol of wildflower splendor – a manifestation of hope, prosperity, and the never-ending cycle of life.

He emphasized the CSU’s academic reputation, its stronger research as an upward trajectory through the research investments that the university has attracted from external funding agencies. Since 2014, CSU has implemented 136 externally funded R & D projects with a total amount of P 497 million, with CCGeo, Caraga-CARE, and CRME as the top performing RDI centers.

Moreover, significant strides manifested in the robust infrastructure development program that the CSU rolled out within the campus. A physical manifestation of the university’s ideals of excellence and creativity. Since 2014, the university has implemented twelve (12) infrastructure projects, tallying to a record high of 1.2 billion pesos. Today, CSU houses several state-of-the-art facilities, including the HERO Learning Commons, dubbed as Mindanao’s largest library and a recipient of the Most Innovative Library Design Award by the Philippine Association of Academic and Research Librarians.

“You now stand in the vanguard of history bringing CSU to the fullest flowering through your relentless pursuit of excellence. The university has blossomed at its best and yet, as I pass the torch to the next president, I am optimistic that you will continue to radiate your inner greatness. A flower does not use words to announce its arrival to the world; it just blossoms. The university too shall flourish as a leading institution perfectly positioned to meet the demands of the changing higher education landscape.” His closing statement got a resounding applause and a heartfelt standing ovation, as he walked his way from the rostrum going down the stage in a gait of dignity and humble pride.

The vibrant CHED Commissioner Jo Mark Libre also delivered a significant and substantial message to the delight of the audience. His presence was a boost to the CSU community who is having a bittersweet feeling of separation from its brilliant, dynamic, kind, and maverick President Anthony M. Penaso whose term is about to end.

Finally, the Hon. Antonio R. Tupaz Award was handed to the partners for development by the Caraga State University to the Provincial Government of Agusan del Norte, the City Government of Cabadbaran, and the Retired Director of Libraries-MSU, respectively.

President Penaso with Dr. Rowena P. Varela VP for Research, Innovation and Extension, Dr. Armie Leila M. Mordeno VP for Administration and Finance, Vice President for Academic Affairs, Dr. Rolando N. Paluga who led the celebratory toast and the Vice President for Executive Operations & Auxiliary Services, Dr. Luisito I.
