CSC conducts onsite validation for two remaining HR core systems to attain PRIME-HRM Bronze Award

Select executives from the Civil Service Commission (CSC), headed by Ms. Marveen R. Guiritan and Ms. Marie Joy S. Luengas, conducted an on-site visit to the university on October 15, 2025, to validate its progress in institutionalizing Rewards and Recognition (R&R) and Learning and Development (LeAD) systems in the hopes of attaining its first PRIME-HRM Bronze Award.

University President Dr. Rolyn C. Daguil led CSU’s delegation during the visit with HRMS Director and Supervising Administrative Officer (SAO), Mr. Clark Aries A. Ingles, and other heads of offices. Relevant discussions were tackled to measure the university’s efforts and best practices in imposing a strong, fair, and responsive R&R and LeAD system initiatives. More specifically, interviews were conducted to verify the supporting documents and processes presented. 

After the onsite validation, CSC will be releasing its results and recommendations for HR action plans. 

The Bronze Award from the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) is given to organizations that have attained Maturity Level II in all four core Human Resource (HR) systems: Recruitment, Selection, and Placement (RSP); Learning and Development (LeAD); Performance Management (PM); and Rewards and Recognition (R&R). The university achieved the maturity level for its RSP and PM earlier this year, with the results for the remaining two core systems still pending for the award’s conferment after this assessment.

More than the award, the assessment is an indication of the university’s long-standing effort in ensuring that the human resource processes are pro-employee, anchored on the support to their achievements and overall development in becoming a high-performing workforce.
