CSU welcomes adjunct professor from Slovakia

Caraga State University (CSU) proudly welcomes Associate Professor Dr. Renáta Bačárová, PhD., LL.M., from the Faculty of Law, Pavol Jozef Šafárik University in Košice (UPJŠ), Slovakia, as its newest Adjunct Faculty and Visiting Professor under the Graduate Studies of the College of Computing and Information Sciences (CCIS).

Dr. Bačárová joins CSU to teach DIT 207 – AI Governance under the Doctor in Information Technology (DIT) program. Her lectures and seminar-workshop sessions will explore the intersections of artificial intelligence, law, and ethics, offering graduate students valuable perspectives on the legal, ethical, and policy dimensions of emerging technologies.

An esteemed legal scholar and Attorney-at-Law, Dr. Bačárová is currently affiliated with the Department of Civil Law, Faculty of Law, Pavol Jozef Šafárik University in Košice, located at Kováčska 26, 040 75 Košice, Slovakia. She earned her LL.M. degree from Humboldt Universität zu Berlin, and completed specialized study stays at the Max Planck Institute for Innovation and Competition Law in Munich from 2006 to 2008. Her areas of expertise include intellectual property law, civil law, media law, ICT law, and artificial intelligence regulation.

Dr. Bačárová has made significant contributions to legal research, technology transfer, and AI governance in Europe. She regularly lectures at the Industrial Property Office of the Slovak Republic, serves as a WIPO speaker on behalf of Slovakia in Geneva, and is an external member of the Intellectual Property Law Research Group at Palacky University in Olomouc. She also sits on the editorial boards of the journals Intellectual Property and New Technologies, Internet and Intellectual Property.

Her leadership extends to several professional and academic bodies, including:

  • The Asia-Europe for Artificial Intelligence (AE4AI) network
  • The Commission for Conceptual Activities and Cooperation at the National Technology Transfer Centre of the Slovak Republic
  • The International Scientific Committee for the Law in Business of Selected Member States of the European Union conference
  • The Academic Senate of UPJŠ, where she served as Chair from 2019 to 2023

In 2023, Dr. Bačárová and her team at the Technology Transfer Centre, Technology and Innovation Park, UPJŠ received an award from the Slovak Centre of Scientific and Technical Information for their successful transfer of patented technology. She was also honored by the Rector of the University of South Bohemia for her contributions to technology and knowledge transfer in Slovakia. In 2024, she earned accreditation from the European Union Intellectual Property Office (EUIPO) for IP Scan training services.

Dr. Bačárová has also been deeply involved in international collaboration and academic innovation. She participated in the ASEF Higher Education Innovation Laboratory (ASEFLab3 and ASEFLab4) and the Shanghai Forum, where her project, Synapse AI Collaboratory – Mental Health, developed in partnership with Professor Vicente Pitogo of Caraga State University and Dr. Iwan Adhicandra of Bakrie University Indonesia, won recognition for its innovative approach to AI and mental health. She is currently part of the organizing team for the 6th ASEF Higher Education Innovation Laboratory – Onsite Event at UPJŠ in Košice.

I look forward to sharing my expertise and engaging with CSU’s graduate students in meaningful discussions on the responsible and ethical use of technology. Dr. Bačárová’s appointment represents a significant stride in CSU’s internationalization efforts, reflecting its dedication to integrating global expertise into its graduate programs. By engaging distinguished international faculty, the university enriches its students’ academic experiences and promotes a multidisciplinary approach to solving real-world challenges in technology governance and digital ethics.

This engagement aligns with CSU’s commitment to the United Nations Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education) and SDG 17 (Partnerships for the Goals), underscoring its mission to build a globally connected, innovation-driven academic community.

Earlier this year, the university also welcomed two adjunct professors for the Graduate Studies, namely Dr. Lee Eun Hwa of Silla University, South Korea, and Professor Leong Yew Hoong from Nanyang Technological University (NIE-NTU), Singapore. Before becoming an adjunct faculty and visiting professor, Dr. Bačárová first visited the university to become part of its resource speakers in the CCIS’ midyear academic exchange.
