To reinforce its commitment to fiscal transparency and operational excellence, Caraga State University (CSU) met with the Department of Budget and Management (DBM) Region XIII for the annual Agency Performance Review (APR) Conference last February 9, 2026.

The session, held at the Admin Conference Room of the New Administration Building, was conducted in strict compliance with DBM Circular Letter No. 2025-2. During the conference, the Financial Management Services Division and the Division for Strategic Foresight and Management presented their FY 2025 accomplishments, focusing on Programs, Activities, and Projects (PAPs) and Key Output and Performance Indicators (KOPIs).

University President Dr. Rolyn C. Daguil, along with key officials from CSU Main and the Cabadbaran Campus, led the University’s delegation. Providing expert oversight from DBM Region XIII were Chief Budget and Management Specialist Mr. Elvin D. Chatto and Budget and Management Specialist I Ms. Maryjyl B. Arizala. The review focused on assessing CSU’s budget performance, evaluating programmed versus actual financial obligations, and identifying catch-up measures for the remaining fiscal year. It also provided a roadmap for the FY 2027 budget preparation in alignment with prevailing DBM policies.

By synthesizing key agreements and securing performance commitments, CSU and DBM Region XIII aim to strengthen their coordination, ensuring the University remains on track with its long-term development goals while adhering to national fiscal standards.
