CSU, DBM discuss budget efficiency, new staffing for research and support offices

Caraga State University (CSU) welcomed the team from the Department of Budget and Management (DBM) Caraga Regional Office, headed by the Chief Budget Specialist, Mr. Elvin C. Chatto, for a Mid-year Performance Review on August 11, 2025, aimed at ensuring the efficient implementation of the university’s programs, activities, and projects (PAPs).

In his opening message, University President Rolyn C. Daguil, PhD, described the dialogue as an “honest and constructive reflection” of the university’s progress and an “important checkpoint” toward delivering its committed targets. He also expressed gratitude for the mentorship provided by DBM and for the support given to CSU to move forward in terms of financial reports.

CSU’s mid-year performance report covered Financial and Physical Performances, Physical Accomplishment of Infrastructure Projects, and Strategic Performance Review.

DBM also presented the approved CSU FY 2026 budget of Php 1.1 billion for both Butuan and Cabadbaran campuses per National Expenditure Program (NEP), which includes benefits for science and technology specialists and public social workers, and a significant increase in the Research Services and Advance Education Program allocations.

A highlight of the activity was the recognition of CarSU’s outstanding performance rating of 4.78 in FY 2024, among the highest in Mindanao. A manifestation of CSU’s commendable stewardship of its fiscal resources.

Discussions also covered plans related to the National Budget Circular (NBC) No. 598 or the Revised Organization and Staffing Standards for State Universities and Colleges – Phase II, which expands staffing for research, extension, and auxiliary services offices.

As President Daguil noted, the midyear review is a fulfillment of the university’s commitment to quality public service, fiscal responsibility, and excellence in higher education, responsive to Sustainable Development Goal No. 4 – Quality Education. | with report from Raul Vino Dunan – OVPAF
