
Caraga State University (CSU) and the Philippine National Police (PNP), through the Civil Security Group (CSG), formally entered into a partnership through the Ceremonial Signing of the Memorandum of Agreement (MOA) for the project entitled “Intelligent System for Secure and Sustainable Chemical Distribution Management (ISySS CDM).” CSU President Dr. Rolyn C. Daguil and ISyS CDM Project Leader Dr. Jaymer M. Jayoma, along with Acting Director of CSG PBGEN Ross C Alvararado, Acting Chief of Firearms and Explosives Office (FEO) PBGEN Jose DJ Manalad, Jr., and Chief of Explosives Management Division, FEO PCOL Rex B Buyucan, signed the MOA last January 20, 2026, at the CSG Conference Room, 3rd Floor, Camp BGen Rafael T. Crame, Quezon City.

The ISYSS CDM project aims to develop an intelligent system that will support the efficient processing and monitoring of licenses and permits for controlled chemicals, in compliance with Republic Act No. 9516 and its Implementing Rules and Regulations. The initiative is designed to enhance regulatory oversight, promote transparency, and strengthen public safety through the application of digital and research-driven solutions.


This collaborative undertaking underscores the shared commitment of the PNP, CSU, and the Department of Science and Technology-Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD) to advancing innovation in governance and security. By integrating academic expertise and law enforcement regulatory functions, the project seeks to contribute to a more secure, sustainable, and responsive system for chemical distribution management in the country.
The MOA signing marks a significant milestone in strengthening inter-agency cooperation and highlights the role of research and technology in supporting national security priorities and regulatory modernization.
