CSU officially receives CSC’s PRIME-HRM Bronze Award for excellent HR processes

A special ceremony was held at the Auditorium, HERO Learning Commons, on August 25, 2026, for the Civil Service Commission (CSC) Caraga to officially award Caraga State University (CSU) the Certificate of Recognition for the Bronze Award – Maturity Level II under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) across four (4) core human resource systems. 

The Bronze Award – Maturity Level II Accreditation was granted to CSU for achieving a process-defined level of human resource management in the following HR systems, namely, Recruitment, Selection, and Placement (RSP; Performance Management (PM); Learning and Development (LD); and Rewards and Recognition (RR).

Outgoing CSC Caraga Regional Director IV Atty. Winston L. Plaza personally handed over the Certificate of Recognition to CSU President Dr. Rolyn C. Daguil. Witnessing the ceremony were incoming CSC RD Atty. Ariel B. Bacatan, incoming Assistant RD Atty. Cosette D. Maglasang-Mundo, CSC Caraga Field Office Directors, and representatives. 

Also attending the ceremony were CSU’s Vice President for Administration and Finance (VPAF) Dr. Alexander T. Demetillo, Vice President for Executive Operations (VPEO) Dr. Michelle V. Japitana, Vice President for Student Affairs and Auxiliary Services (VPSAAS) Dr. Rissa L. Mercado, CSU Cabadbaran Campus Director Dr. Deomila B. Mamaoag, and Committee Chair, Strategic Management Team Prof. Henson M. Dejarme. 

Also present at the auditorium were Human Resource and Management Services (HRMS) Director, Mr. Clark Aries A. Ingles, HRM Officer III, Ms. May A. Ocarez, and CSUCC HRMS Head Ms. Roxan M. Ilustrisimo.

The PRIME-HRM Bronze Award – Maturity Level II was conferred following a successful on-site assessment and validation of CSU’s HRM systems, practices, and competencies across the four HR core areas implemented by the CSU HRMS Office in October last year. At this level, CSU is recognized as having established and defined HR processes and practices that support more systematic and goal-oriented HR management.
