CHED Caraga to fund local medical students under ‘Doktor Para sa Bayan’ Act

Caraga State University (CSU) and the Commission on Higher Education (CHED) Caraga Regional Office officially formalized their partnership through a Memorandum of Agreement (MOA) signing for the Medical Scholarship and Return Service (MSRS) Program held last March 4, 2026.

The ceremony, held at the HERO Learning Commons Activity Center, recognized the first eight (8) Doctor of Medicine students to qualify for the medical scholarship. The event was attended by CSU President Dr. Rolyn C. Daguil, CHED Caraga Regional Director Dr. Nelia A. Alibin, and the Dean of the School of Medicine, Dr. Teresita S. Cadiz-Brion.

Following the signing, CHED Caraga conducted an orientation covering scholarship policies, financial benefits, and the mandatory return service obligations. The orientation ensures that scholars are fully prepared for their dual roles as medical students and future public health servants.

The MSRS Program was established under Republic Act No. 11509, also known as the “Doktor Para sa Bayan Act.” It provides comprehensive financial support to deserving students. In return, scholars are expected to serve in government public health offices or government hospitals, and to specifically prioritize their hometowns or underserved municipalities that need medical professionals.
