Caraga State University (CSU) and Bachelor of Science in Information Technology (BSIT) alumnus, Mr. Jundey C. Brier of batch 2016, was recently conferred the Gawad Mabini (Order of Mabini) with the rank of Kasugo (Member) by the Department of Foreign Affairs (DFA) last June 23, 2026 at DFA Main Office, Double Dragon Tower, Pasay City during their celebration of the 128th Founding Anniversary of the department.
The award was conferred to Mr. Brier for his exemplary accomplishments and contributions to the Foreign Service and steadfast dedication to advancing our country’s national interest. Mr. Brier specifically spearheaded and successfully implemented several innovative programs that have significantly improved and advanced DFA’s operations and service delivery.
These innovations included the following programs: a) Apostille e-Registry used as a public-facing verification system for issued Apostille certificates; b) Philippine Apostille Registration System (PARS), a centralized online application developed for other agencies’ government-issued documents, designed to streamline applicant registration, document validation, payment processing, and appointment scheduling for Apostille services; c) Apostille Processing and Issuance System (APIS), the core backend platform that powers the end-to-end processing of Apostille applications for all consular offices nationwide; and the DFA Cashiering System which is developed to centralize and standardize the collection of fees across consular offices. The systems mentioned were adopted and implemented nationwide, except for the apostille e-registry, which is being implemented worldwide.
The Gawad Mabini, formally known as the Order of Mabini, is a prestigious national honor conferred upon personnel of the Department of Foreign Affairs (DFA), both in the Home Office and in the Foreign Service, as well as upon Filipinos who have rendered distinguished service or significantly promoted the interests of the Republic of the Philippines, whether at home or abroad.
Under the Honors Code of the Philippines, the Order of Mabini is classified as a Fifth Class Order. It is one of the country’s highest civilian honors, alongside other distinguished national awards such as the Quezon Service Cross, Order of Sikatuna, Order of National Artists, and the Order of the Golden Heart.
Mr. Brier is currently serving as the Information Technology Officer of the Consular Office in Cagayan de Oro City but is currently reassigned to the Consular Office in Butuan. He was formerly the CSU University Student Council President and a Student Regent on the CSU Board of Regents during his college years.
