CSU honors 106th year of Proclamation 4

The university community commemorated Proclamation No. 4’s 106th year today, February 14, 2026, through a ceremonial wreath-laying activity and a fun run. During his speech, University President Dr. Rolyn C. Daguil, expressed that the commemoration is our act of ‘love’, attuned to Valentine’s Day, for the historic provision enacted by then Governor-General Harrison last February 14, 1920.
A community dance closed the morning activity.



Recounting the legacy
The journey began in 1918 when Honorable Elisa Rosales Ochoa, the Philippines’ first female legislator, filed an omnibus bill advocating the establishment of Agusan Agricultural High School (AAHS). Two years later, on February 14, 1920, then American Governor-General Francis Burton Harrison, signed Proclamation No. 4, reserving the 232-hectare tract of land for the AAHS.
Over a century after, several legislations and provisions were passed, including the conversion of the AAHS into Northern Mindanao Agricultural College and later into Northern Mindanao State Institute of Science and Technology. Finally, in 2009, it was integrated and formally recognized as Caraga State University.
The annual commemoration activity is named Charter Day and is marked by a short ceremonial wreath-laying and speeches. More than that, the activity stands as a statement of the vision and enduring love for education that has shaped the very identity of the institution we proudly call home.
