Digital transformation in the regulation of controlled chemicals is steadily taking shape in the Philippines, as highlighted during the ISySS CDM Accomplishment Acceptance Ceremony held on April 14, 2026, at the FEO Building, Camp BGen Crame, Quezon City.
The ISySS CDM project of Caraga State University marked a major milestone by bringing together key partners to support this goal, including the Philippine National Police – Firearms and Explosives Office (PNP-FEO), the Chemical and Pharmaceuticals Industry Organization of the Philippines (CPIOP), and the Samahan ng Industriyang Kemika ng Pilipinas (SPIK).
Dr. Jaymer M. Jayoma, Project Leader of ISySS CDM, presented the project’s first-year accomplishments, including core system development, testing milestones, and coordination with regulatory agencies. The Signing of the Certificate of Acceptance ensued, led by PCOL Rex B. Buyucan, witnessed by Captain Arturo Garingan, and acknowledged by Dr. Jayoma.
During the open forum, Faye Nicollete San Gabriel (SPIK) and Engr. Jonathan Chong (CPIOP President) raised concerns on data privacy, user-friendliness, and account management. PCOL Reynaldo Pasiwen emphasized policy alignment and the need to streamline documentation processes.
The ISySS CDM project team is composed of Dr. Gleen Dalaorao, Mr. Edsel Matt Morales, Mr. Elbert Moyon, Mr. Jayson Dollete, Mr. Kent Espejon, Mr. Kier Patrick Empang, Mr. Klint Jerald Matugas, Ms. Clarielyn Grado, and Ms. Chara Giray, who shall spearhead the system’s development and implementation.
Looking ahead, the CSU-led team proposed enhancements such as adopting DICT-PNPKI for stronger cybersecurity and expanding integration with agencies like COMELEC, BOC, and PDEA, alongside alignment with the National Single Window for better interoperability. The project’s sustainability was emphasized through its planned turnover to PNP-FEO by year three, with continued stakeholder engagement and benchmarking with agencies like DENR-EMB.
More than just a ceremonial milestone, the activity demonstrated how ISySS CDM is actively shaping the future of digital governance in the Philippines. As the system continues to evolve, it promises to deliver a more secure, efficient, and integrated approach to controlled chemical licensing and permitting nationwide.
