About the Office

The Office of Planning and Quality Management Services (OPQMS) serves as the University’s central unit for institutional planning, quality assurance, and performance governance. It ensures that plans, policies, and performance frameworks are aligned, integrated, and compliant with national standards and institutional priorities.

The Office translates strategic directions from University leadership into operational plans, systems, and processes, enabling effective implementation across academic and administrative units. It plays a key role in reviewing, consolidating, and endorsing institutional reports, ensuring that submissions to oversight agencies such as DBM, CHED, and other bodies are accurate, timely, and evidence-based.

OPQMS also leads the development, review, and quality assurance of institutional policies, manuals, and planning instruments, supporting decision-making and governance at all levels. As the University’s coordinating office for accreditation and external quality assurance engagements, it ensures readiness, compliance, and continuous improvement in both academic and administrative operations.

Through its integrative and standards-driven approach, OPQMS promotes a culture of quality, accountability, and performance excellence, strengthening the University’s systems for planning, evaluation, and institutional development.

Core Functions

  • Institutional Planning and Quality Management Systems

Lead and oversee integrated planning and quality management systems, ensuring alignment of plans,
policies, and performance frameworks.

  • Planning Operationalization and Systems Development

Translate strategic directions into implementable planning frameworks, processes, and tools across
units.

  • Institutional Reporting and Compliance

Oversee the preparation, technical review, and endorsement of key institutional reports (e.g.,
President’s Report, Agency Performance Report, BARs, Balanced Scorecard reports).

  • Policy and Manual Development

Lead and quality-assure the formulation, review, and revision of institutional policies, manuals, and
planning instruments for approval.

  • Accreditation and Quality Assurance Coordination

Serve as the coordinating office for accreditation, certification, and external quality assurance
engagements.

  • Performance and Standards Monitoring

Ensure compliance with institutional and national standards, including COPC and program
accreditation requirements.

  • Knowledge Management and Systems Enhancement

Support and oversee the development of institutional knowledge management and planning system
improvements in coordination with concerned units.

  • Capacity Building and Management Review

Conduct workshops, trainings, and management reviews to strengthen institutional planning and
quality management capabilities.

  • Documentation and Good Practices

Document and institutionalize good practices to support continuous improvement and organizational
learning.
