About the Office
The Office of Strategic Foresight and Futures Thinking (OSFFT) serves as the University’s strategic intelligence and innovation unit, providing leadership in anticipatory governance, long-term planning, and futures-informed decision-making. It ensures that institutional strategies, policies, and initiatives remain future-ready, resilient, and aligned with the LIKHA Agenda.
The Office plays a key role in aligning programs, projects, and resource utilization with strategic priorities, working closely with planning, quality management, and project management units to ensure coherence across institutional systems. Through the integration of foresight methodologies, scenario thinking, and systems approaches, OSFFT supports the University in navigating emerging trends, risks, and opportunities.
It also contributes to the continuous refinement of institutional performance frameworks, including the Balanced Scorecard, and synthesizes insights from monitoring and evaluation processes into strategic recommendations and foresight briefs for leadership. By translating data into forward-looking intelligence, the Office strengthens evidence-based and future-oriented governance.
In addition, OSFFT leads research, capacity-building, and knowledge development initiatives in strategic foresight, futures thinking, and knowledge management, fostering a culture of innovation, learning, and adaptability across the University.
Core Functions
Strategic Foresight and Anticipatory Governance
Provide foresight leadership to guide the development of future-ready strategies, policies, and
institutional initiatives.
Strategic Alignment and LIKHA Integration
Facilitate alignment of programs, projects, and budget utilization with LIKHA priority domains in
coordination with planning and budget offices.
Performance Framework Development and Support
Support the development, refinement, and recalibration of institutional KPIs and the Balanced
Scorecard using futures-informed approaches.
Foresight Integration in Planning and Implementation
Advise and assist units in applying scenario thinking, systems thinking, and foresight tools in strategic
planning and execution.
Strategic Synthesis and Decision Support
Translate monitoring, evaluation, and performance data into foresight briefs, strategic options, and
policy recommendations for leadership.
Institutional Learning and Value Realization
Collaborate with OPQMS and PMO in After Action Reviews and post-implementation learning
processes to strengthen adaptive governance.
Futures Research and Knowledge Development
Lead and co-develop research initiatives that inform future university directions, including scenario
planning and anticipatory studies.
Capacity Building and Futures Literacy
Conduct training and capacity-building programs on strategic foresight, futures thinking, systems
thinking, and knowledge management.
Strategic Frameworks and Innovation Support
Contribute to the development and revision of institutional frameworks (e.g., KM Framework, Planning
Manual, LUDIP) with futures integration.
