About the Office

The Division for Strategic Foresight and Management (DSFM) serves as the University’s central hub for strategic direction, development planning, and quality management governance. It provides leadership in shaping forward-looking policies, strategies, and institutional initiatives that ensure the University remains relevant, resilient, and high-performing in a rapidly evolving environment.

Anchored on principles of strategic foresight and anticipatory governance, the Division spearheads innovation in planning and decision-making by aligning institutional priorities with long-term development goals. It ensures coherence across key system-planning, performance management, monitoring and evaluation, accreditation, and continuous improvement-to support evidence-based and results-driven governance.

The Division is also responsible for the preparation and consolidation of executive and statutory reports, including the President’s Report and Agency Performance Review Reports required by national oversight bodies such as CHED, DBM, and other regulatory agencies. Through this function, it upholds institutional accountability, transparency, and compliance.

In addition, the Division provides strategic direction and oversight in the development of policies, planning instruments, and major institutional programs and proposals. It also serves as the University’s primary liaison with accrediting and quality assurance bodies, ensuring readiness, credibility, and sustained excellence in academic and administrative operations.

Through its integrated approach, the Division advances a culture of innovation, quality, and strategic alignment, positioning the University to effectively respond to emerging challenges and opportunities.

Core Functions

  • Strategic Planning and Policy Development

Lead the development, review, and endorsement of institutional plans, manuals, and policies aligned with the University’s strategic priorities.

  • Quality Assurance and Accreditation Management

Ensure compliance with national standards and oversee accreditation processes, including program compliance (COPC) and survey visits.

  • Institutional Performance and Reporting

Prepare and consolidate executive and statutory reports, including agency performance reviews and employee satisfaction reports.

  • Planning and Performance Integration

Align planning, monitoring, and evaluation systems to ensure coherence in institutional performance and decision-making.

  • Governance and Policy Implementation

Facilitate the implementation of approved policies and guidelines and support continuous policy enhancement.

  • Capacity Building and Management Review

Conduct workshops, trainings, and management reviews to strengthen institutional capabilities and promote a culture of quality and accountability.

  • Documentation and Knowledge Management

Document and institutionalize good practices to support continuous improvement and organizational learning.

  • International and National Quality Engagements

Lead and coordinate participation in quality assurance initiatives such as AUN orientation and other external engagements.
