CSU to work with DBM for regional system on improving operations of LEEs

TODAY, July 1 – The Caraga State University joined the launch of H.I.T.S.A.S, the Department of Budget and Management’s (DBM) regional initiative under the Open Government Partnership (OGP) of the latter’s central office. Dubbed DBM Trese H.I.T.S.A.S. (Harmonization, Inclusivity, Transparency, Sustainability, Accountability, and Strategy), the initiative is a comprehensive three-year reform program designed to strengthen governance and financial sustainability of Local Economic Enterprises (LEEs). H.I.T.S.A.S plans to integrate digital innovation, policy reforms, research expertise, local implementation, and citizen participation to improve transparency and accountability in public service delivery.

CSU was tapped by the agency as its partner in developing the project’s digital component because of its expertise in ICT innovation and research. The university shall develop the digital platform to support local government units in managing their LEEs through data-driven decision-making, capacity-building courses, and digitalized performance monitoring and reporting. Ultimately, DBM and OGP’s goal is for the platform to be replicated across the Philippines to promote better governance and citizen oversight.

During the launch, President Daguil presented the platform’s mock-up and roadmap, providing stakeholders a preview of how H.I.T.S.A.S will be implemented across the region. For CSU, the platform is expected to be fully functional before the end of the year.

Present at the launch were DBM’s executives, City Government of Butuan representatives, and local chief executives across the region.
