
Caraga State University recently held a comprehensive in-house training and seminar on Republic Act No. 12009, also known as the New Government Procurement Act (NGPA), along with its Implementing Rules and Regulations (IRR) and the latest Government Procurement Policy Board (GPPB) issuances. The seminar, which took place at the Activity Loft of the H.E.R.O. Learning Commons from March 25-26, 2026, and on March 31, 2026, attracted 196 participants, including procurement practitioners, Bids and Awards Committee (BAC) members, Technical Working Groups (TWGs), and representatives from various implementing units.


The seminar features distinguished resource speakers who are recognized trainers of the GPPB Technical Support Office (TSO). On Day 1, Engr. Junrey E. Labatos of the Commission on Audit (COA) Regional Office XIII provided a discussion on the Key Provisions and Strategic Procurement Planning under Republic Act No. 12009 and its IRR. On day 2, Mr. Paul Abarca of the Department of Budget and Management (DBM) Regional Office XIII delivered sessions on Modes of Procurement under the New Government Procurement Act (NGPA). For the final session, Atty. Anthony A. Vitor of the Department of Justice (DOJ) Regional Office XIII discussed Contract Implementation and Sanction Mechanism.
Anchored in the principles of transparency, accountability, efficiency, equity, and economy, the seminar serves as a strategic platform to enhance participants’ competencies in procurement planning, procurement modes, contract management, and regulatory compliance, while integrating the latest GPPB issuances into practice.
Through this ongoing initiative, Caraga State University reinforces its commitment to good governance by equipping its personnel with the necessary knowledge and skills to ensure legal compliance, minimize procurement risks, and uphold integrity in the use of public funds. The activity likewise promotes a safe and inclusive environment, emphasizing that all personnel and stakeholders must be free from gender-based sexual harassment and other forms of gender-related violence.
