CSU, DBM XIII, and LGU Butuan partner to drive open government initiatives

Caraga State University (CSU), the Department of Budget and Management (DBM) Region XIII, and the Local Government Unit (LGU) of Butuan City convened on May 21, 2026, to strategize the implementation of the DBM Trese H.I.T.S.A.S. Initiative. Held at the DBM Regional Office, the meeting focused on advancing open government frameworks for Local Economic Enterprises (LEEs) across the Caraga region. 

DBM Regional Director Maria Fe D. Jagna, represented by Assistant Regional Director Jenneth C. Partosa, welcomed CSU President Dr. Rolyn C. Daguil and Butuan City Budget Officer Mila G. Busico to discuss the collaboration.

DBM Trese H.I.T.S.A.S. (Harmony, Inclusivity, Transparency, Sustainability, Accountability, and Strategy) Initiative, spearheaded by DBM Caraga, was created to strengthen LEEs financial sustainability, improve transparency and accountability, enhance stakeholder participation through Civil Society Organizations (CSOs) and State Universities and Colleges (SUCs), and promote digitalization and evidence-based decision making. Specifically, CSU’s leadership in technological innovation and digitalization served as the catalyst for its recognition and strategic inclusion in this collaborative framework.

The project implementation plan was prepared by the DBM Chief Budget Specialist, Mr. Elvin C. Chatto, who presented the DBM Trese H.I.T.S.A.S Initiative. The Memorandum of Agreement (MOA) signing and the project launch are slated for the coming weeks as agency roles are finalized. The initiative’s timeline is scheduled to run from May to December 2026.
