CSU hosts ARTA’s roadshow, signs MOU to integrate EODB modules in MPA

Caraga State University (CSU) hosted the Anti-Red Tape Authority (ARTA) for its Stakeholder Engagement, Partnership, and Ease of Doing Business (EODB) Roadshow, bringing together university student leaders and selected Caraga Civil Society Organizations (CSO) at the Auditorium of the HERO Learning Commons on September 16, 2026.

The roadshow, facilitated by the ARTA Northern Mindanao Regional Field Office (NM-RFO), was a two-part event, with the first segment featuring a symposium on ARTA’s 3-part Framework: LEARN (Know the Reforms, Know Your Rights), EMPOWER (Developing Youth Leaders for Innovation and Social Impact), and PARTNER (Building Partnerships for Better Governance and Community Impact) targeted at student leaders. University Student Government President Arthur John A. Atup was among the resource persons; the other two were Chief Administrative Officer Dr. Jutchel L. Nayra and Mr. Dominic I. Sanchez of ARTA NM-RFO.

CSU President Dr. Rolyn C. Daguil, together with Vice President for Academic Affairs, Dr. Vicente A. Pitogo, Vice President for Student Affairs and Auxiliary Services, Dr. Rissa L. Mercado, and Dean of the Graduate Studies, Dr. Junrie M. Matias, welcomed the ARTA delegates, led by ARTA Director General Secretary Ernesto V. Perez.

A formal partnership ceremony followed, marked by the ceremonial signing of a Memorandum of Understanding (MOU) between CSU and ARTA to incorporate special modules on Republic Act No. 11032 or the “Ease of Doing Business (EODB) and Efficient Government Service Delivery Act of 2018”, into the Master of Public Administration (MPA) curriculum of Graduate Studies. This strategic academic integration equips current and aspiring public servant practitioners enrolled at CSU with advanced competencies in system streamlining, anti-red tape policy implementation, and citizen-centric service delivery.

The event culminated with the oath-taking of officers for the ARTA Student Movement/ARTA-X Youth and an open forum with ARTA representatives.

The Anti-Red Tape Authority is the government agency mandated to administer and implement Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and its Implementing Rules and Regulations, and to monitor and ensure compliance with the national policy on anti-red tape and ease of doing business in the country.
