Office of the University and Board Secretary (OUBS)

The Office of the University and Board Secretary (OUBS) facilitates governance of Caraga State University (CSU) through its function as the secretariat and administrative arm of the following:

• Board of Regents (BOR);
• Board Finance and Administrative Committee (BFAC);
• Board Finance and Administrative Committee (BFAC);
• University Academic Council; and
• University Administrative Council

The legal basis for the appointment and functions of University and Board Secretary is based on Section 13 of Republic Act 9854 – An Act Establishing the Caraga State University in the Caraga Region by Integrating the Northern Mindanao State Institute of Science and Technology (NORMISIST) in Ampayon, Butuan City and the Northern Mindanao College of Arts, Science and Technology (NMCAST) in Cabadbaran, Agusan del Norte.

Section 13. The Secretary of the University. - The Board shall appoint a Secretary who shall serve as such for both the Board and the - University and shall keep all records and proceedings of the Board. He/She shall serve upon each member of the Board the appropriate notice of the Board meetings.

The Secretary of the University is appointed by the Board of Regents upon the recommendation of the President through its created Interim University Human Resource Merit Promotion and Selection Board (HRMPSB).
